History:
As will all things in Gensokyo, the land, myths, and residents have a mostly distinct Shinto feel to them. There was a time where both Hell and the Underworld were one in the same. Sinners and the dead ended up there, but after sometime it grew too populous, and so the Yama decided to separate Hell to a different area. Thus, the highest layer of the Underworld is also known as a 'Former Hell'. It has been acknowledged in game that youkai of the underground have exceptionally "fearsome, detestable powers", often described of as "cursed" or "abominable". As the deaths of humans have an almost betwitching effect on youkai, those that live underground oversee the death of humans must have some sort of extra strength, or defense, to not be so easily effected. At some point in Touhou history, these youkai and oni started to inhabit the Underworld, in exchange for promising to not allow the malevolent spirits to return to the above world. However, Utsuho herself is an umbran youkai known as a Hell Raven- she is not of those Youkai; she is an original resident of Hell. In fact, she has presided over the Hell of Blazing Fires since before the Underworld was separated from Hell. To her it is a simple job enough, although she draws some sense of satisfaction from it. She neither minds how there are now new residents in the Underworld, nor how the Underworld is no longer a part of Hell. All she does is tend to the Hell of Blazing Fires. As a Hell Raven, traditionally she is known to scavenge and eat the corpses of the dead. Her friend Rin (a cat demon) carts the corpses of the dead to the Hell of Blazing Fires. Presumably, any extra corpses not tossed into the Fires is eaten by Utsuho.
Where is this Hell of Blazing Fires? In the so called 'Nuclear Furnace'. It is located below the Palace of the Earth Spirits in the Underworld. The Underworld is literally anywhere underneath Gensokyo, and it has been implied that it is its own world that balances Gensokyo in a mutual benefit relationship. In other words-- even if the two are inherently tied together, simply digging will not get one there. A rather minor dimension crossing power is needed traverse the boundary between life and death. Utsuho is responsible for the energy produced by this nuclear furnace, even before she had specifically gained the ability to produce and use nuclear energy. The Nuclear Furnace supplies power to all of the Underworld and then some. It is directly responsible for the movement of tectonic plates, the magnetic field produced by the earth's core, and the power found there is associated with the kindling of stars in outer space. It is symbolic of the creation of energy and decomposition of energy and matter, where the two intersect. Possibly confusing, yes, to think this all occurs 'underground'.
After the Underworld was separated from hell by the Yamas, Utsuho remained in the Hell of Blazing Fires with her friend- a cat-youkai named Rin. At this time, another Youkai named Satori decided to take in Utsuho and Rin as 'pets', giving Utsuho more than a purpose than to maintain the Hell of Blazing Fires. Even if she was content with her job before, she now gained a sense of belonging. She listens to Satori, going on errands now and then besides tending to the Hell of Blazing Fires.
Since I would be taking her before her canon starts, this is her history thus far.
Personality:
She finds peace in her work, has fun with it and with those she interacts and is content. As a pet, she is able to always come back to someone to act as her mentor when she never had one before. It does bring a sort of comfort. She's fine with being a pet for someone else- in fact, she will pride herself as such because she is the pet of none other than the 'fearsome' Satori. Even if Utsuho may hold more chaotic and destructive power than Satori does, Satori is one of the few that has come to understand and accept her. Befriending Satori has brought new meaning to her, making her as well as other animal-like Youkai of the underworld content with what they do, hardly ever leaving to see the above surface.
She has been described as a 'bird brain', obeying others she likes, and being very impressionable. At the same time she leaves room to do what she likes for herself. She does not think things through to greater extents, leaving her to come off as simple minded. In her mind, things and situations aren't- or rather shouldn't- be as complicated as others make it out to be. This may be due to part of her ability of maintaining those fires. She may see it as a simple task, but those fires themselves are made from the ever so complex nuclear fusion. It's something described as "illusionary" in-game, but she experiences it and tends to it every day. She holds some curiosity to how fusion and fission work, but she's never given it much thought.
The one thing she does have some curiosity over is the above world. The Underworld may be vast and has its own sky for her to fly around, but it's certainly not like what she knows of Gensokyo. Before Hell was separated from the Underworld, she rarely ventured above ground. Even running errands for Satori, she hasn't seen much, making her appear sheltered. She's forgotten much about it, but is curious of knowing more of the above ground world for seeing how the Fires of Blazing Hell are tied to it.
Utsuho expresses emotions without a second thought. Over all she may come off as ditzy, simple minded, and child-like, but this makes her an honest person at best. In most cases she will openly feel bad if she has done something wrong (wrong as in, going against Satori). It's a habit developed from countless years of being a pet to someone who can read her mind. It is not that she's bad a lying or hiding something, but rather that she's so akin to having others openly read her that she doesn't bother. For the same reason, she believes it's better to beg forgiveness than ask permission. Because of her power, this is rather easy for her to do- in a way that 'if you don't forgive me, I'll burn you'. She may shift from surprised to boastful to itching for a fight within the same response. It is a quick decomposition of emotions; however, she is just as quick to forget her anger and sadness over little things as she is to become angry or upset about them. To a certain extent she knows she may rapidly change from one emotion to the next. Thankfully, she may distract herself by spending energy enough so that she won't have the energy to be upset any longer. Often times this makes her appear more rude and devilish than she actually is. Her rudeness and misbehavior is unintentional, meaning she must rely on others to tell her that she's being inappropriate and unpleasant. If others do not have enough of a problem with it to not correct her, she will continue said misbehavior at her leisure.
Her moral compass fluctuates between the preconventional "Individualism and Exchange" and the conventional "Good Interpersonal Relationships". Her master Satori manages to keep her in line with a healthy balance of using her power of inducing fear and some warmhearted care, but others are able to easily exploit this. Utsuho is gullible and easily controlled. For example, if someone extends a tray of mystery meat X saying she should try it- she will. She trusts strangers and others enough to believe in them, not even bothering to ask 'why'. If she is hurt, she knows she may deal ten-fold damage back to them. On the other hand, it will take her a great deal of thought to realize she has been wronged in the first place. To some extent, she knows she's not the brightest- so she puts some blame of falling into another's trap on her own lack of intelligence. For this reason she depends on Satori to tell her what is right and wrong, much like a child. Unfortunately this dependence may be extended to strangers in other situations, with the result of her being held in her own circular logic of automatically trusting others to know who to trust.
When she fights, she tends to sober up. It's possibly the one of the few things in her life that she knows how to do well (besides tending to the Fires). She prides herself in her fights because it not only is a good way to have fun, but it is also a means for her to calm herself. In a way this is its own form of meditation. She uses it as a means to cool down. A fight is a way to forget her anger or frustrations. Unfortunately, in the Former Hell there's very few that are able to withstand her power. So she ends up using the 'punching pillows' tactic- shooting the Fires of Blazing Hell with her own power.

I haven't seen the sun in a long time. [ tap. tap. tap. pouting, the raven-haired girl drums long fingers over polished cherry. ] But the last time I did see it, it looked like my fire.
[ tap.....taptaptap. her expression softens. ] Satori-sama counts time for us pets, you know. [ tap. tap. ] Satori-sama is helpful. [ tap. ] I'm trying to count time right now. [ now a prideful smile, boarding sinister- that is, sinister only in appearance due to excessively pointed canines. she's excited. prideful. ] Counting time like Satori-sama, without a sun. [ tap. tap.....taptap. ] Am I doing a good job? [ the smile brightens. it's obvious she thinks her pattern of finger drumming is keeping perfect time. ]

[ It is simply one of those moments where the fires seem much too hot to handle. The fire has fed on too many corpses, and it blazes with both radioactive decay and the decay of flesh. And she? She must tend this nuclear furnace- quite the task for someone who other Youkai only deem as 'bird-brained'. But what she lacks in intelligence she makes up with experience. Black wings extend, beat once, and she flies off, effortlessly dodging the corona of the subterranean flames. Had she had pure white wings and if the fire was water- she would appear as graceful as any swan dancing on the surface of a pond. Fingers dip into molten ground and melted magic, skimming and drawing patterns of light over the area. She marks a particular patch of excessive fusion activity. A subterranean sunspot. As she is now, she cannot stop the energy itself, but she knows how to channel it- to release it into the above ground realm. It's either that or risk damage to her home in the Underworld.
And that she would not allow by any circumstance.
The energy releases. As a result, a long-dormant volcano erupts above ground. ]
